AER Rule Submissions 27-30: Atlanta (1-4; 2.00, 5.02)

Atlanta submitted and successfully passed the modification of Rule 5.02(a) and addition of Rules 2.00(Anger), 2,00(Nobody), and 5.02(b). No vote was passed due to the submission being made by the Committee Psychologist.

2.00 ANGER - The emotion experienced by an umpire whenever they do something you don't like. It is generally characterized by a neutral expression and a relatively calm demeanor when compared to team members expressing the emotion known as passion.

2.00 NOBODY - The umpire, manager, catcher, batter, pitcher, coaches, players in the dugout, first five rows of fans, and the broadcast team.

Nobody is in this picture.
5.02(a) If Janet is in the crowd, hers is the sole vote which shall be counted.

5.02(b) If the decision could result in an ejection, the umpire shall first conduct a poll to discover whether or not anybody in the ballpark knew that anything happened. If someone did know that something had happened, the umpire shall then poll the crowd to determine whether or not the ejection should occur.

The rules were submitted in response to a call of "Ejection" made by HP Umpire Doug Eddings (88). At the time of the egregious error in umpire conduct, the game was tied 0-0. Chicago eventually won the contest, 7-1.

These were Atlanta's first through fourth rules submissions of 2015.
Atlanta now has 15 points in the AER standings  (0 Previous + 3*(2 New Rule) + 1 Rule Modification + 4*(2 Submission Passed) = 15). Atlanta moves from T-9th to 1st.
